Conservative Councillor for Rettendon & Runwell Ward
In 2003 Ray was elected to Chelmsford Borough (now City) Council and has been extensively involved with Council affairs since that time. He has been the Chairman of Planning, Chairman of Audit, Chairman of Development Policy Committee and Vice Chair of Scrutiny Committees. He has been the Cabinet Member for Leisure and Culture since 2008 and from the early part of this year, his cabinet portfolio also includes Parks and Green Spaces. In addition, Ray, with the Leader and Deputy form the Council Property Asset team. As an Elected Member he therefore has unparalleled experience of Chelmsford City Council at the most senior levels.
His extensive commitments to the local and general community of Chelmsford also extends to Governorship of Rettendon Primary School, where for over 13 years and Chairman of the Governing Body at the school for the past 11 years, he has contributed much to this very successful school.
His main career was in the Ministry of Defence in London. He left Whitehall in 1996 under early retirement arrangements, having served for 35 years in a variety of key senior posts in the Defence Ministry including Cabinet Office. In conjunction with his sons he has well-established businesses [25 years plus] in the area providing a number of jobs for local people.
Ray is a vigorous pursuer of change and improvement in his local community but still finds time to enjoy reading, walking and, above all, time with his family.
Ray and Lance Millane his Ward Councilor colleague are a very experienced and energetic team who have achieved significant outcomes over the past 10 years for their community of Rettendon and Runwell.
