Conservative Councillor for Moulsham & Central ward

Moulsham - Dick Madden

With my family I have lived in Old Moulsham since 1980, originally in Moulsham Drive and now for the past 33 years in Lady Lane.

My working life has been one of public service, serving in Essex Police for 39 years, retiring in 2008 at which time I took on the role of Chief Executive for a Children’s Charity working in Essex and East London. I am now County Councillor for City Centre, Old Moulsham and Moulsham Lodge and Cabinet Member for Families and Children.

I am a committed family man, having been married for 39 years with four adult married children and seven grandchildren, and I am a member of a local community church. 

Naturally I know the area of Old Moulsham and the Town Centre well and have seen it being developed positively over many years. However, as residents we must not be complacent as our residential roads can be grubby through litter, unsightly, damaged through potholes and a thoroughfare for all traffic wanting to by-pass and take shortcuts to all other parts of Chelmsford. In addition mainly at weekends our residential roads, homes and vehicles can be subject to damage and anti-social behaviour from persons getting to or moving through our estate after attending and enjoying social gatherings in our town centre.

Much development is being progressed in our City Centre which includes residential areas and new shopping areas.  As a result of several developments our highways system tends to be congested at weekends, in particular lately the major works going on at the Army & Navy roundabout.  Unfortunately, there is no gain without pain, once the roadworks and major housing and shopping developments have been completed I am sure our City Centre will become a more stable area with regard to the movement of vehicles.
