Conservative Councillor for Chelmer Village and Beaulieu Park
Duncan Lumley has lived in the Chelmsford Borough area all his life, having been born in St John’s Hospital. He is retired after working over thirty years as a bank official and twelve years in education.
Duncan is married and has two grown-up daughters. He was first elected to Chelmsford Borough Council in 1987 and has also been a member of Springfield Parish Council since 1995.
Duncan has strong commitment to local community affairs and served as a school governor for many years before retiring. Duncan has been treasurer of Springfield Parish Council’s afternoon club for a number of years and a trustee of Chelmer Village Hall.
A member of Chelmer Village Carpet Bowls Club and Chairman of Boreham Bowls Club, Duncan has recently taken on the role of County Tournament organiser for Essex Carpet Bowls Association.
Duncan had the honour of being Mayor of Chelmsford for the period 2005/6 and is currently the Cabinet Member for Strategic Housing at Chelmsford City Council. He has a strong dislike of politicians who promise all and fail to deliver; he makes only one promise and that is to work hard for all residents. As many of you may have already discovered, Duncan believes this is best achieved by consultation and face to face contact.
When not representing residents, Duncan enjoys watching sports and local performing arts. He has a keen interest in local affairs, enjoys reading and travel, and is a patron of a local charity.
